Frank was born in Bridgeport, CT on February 27, 1948 and was the son of the late Frank V. Kelkis, Sr. and Veronica (Adams) Kelkis. He graduated from Dallastown Area High School, Class of 1965, and earned an associates degree from Kemper Military School, Boonville, MO and a B.S. in Business Management from York College of Pennsylvania.
